Evaluation of Compliance with Regulations for Public Sports Infrastructure in the Municipality of Saltillo, Coahuila.

Abstract

Sports infrastructure is essential to promote and facilitate the practice of sport, since it provides adequate, safe and equipped spaces so that athletes can recreate, train, and compete. In Mexico, practicing sports is a constitutional right. However, there is little progress in the creation of regulations that help guarantee the quality of sports infrastructure, and the objective of this study is to evaluate regulatory compliance in sports infrastructure. The research was carried out in a case study of the Ciudad Deportiva Fco. I. Madero in the Municipality of Saltillo, Coahuila, through in situ observation with a checklist depending on the space to be evaluated, of 32 items for small fields and 50 items for large fields, with a dichotomous response (YES/NO), the items were compiled from a documentary review of the applicable regulations and legislation; such as the Regulations of Sports Federations, the Regulations for sports infrastructure of CONADE, the Official Mexican Standards (NOM), the Mexican Standards (NMX), and the Regulations on Sports and Leisure Facilities (NIDE). The results showed a medium objective quality level, with a compliance of 71.38% for large fields and 78.50% for small fields, which means that the State has areas of opportunity, especially in safety and accessibility for improvement in the quality of the sports infrastructure offered to the population.
